Newly created Page will be in draft which will only be visible to you. You can then provide permissions to other teammates and it will be moved to Shared category.

Click on the ‘Create a draft here’ to start a new Page under draft.

Drafts that are created under Private/Categories will also be under ‘My Drafts’ until published.
Click on Publish and select a category where you want to save. Published Pages can be unpublished, edited and move to another category.
